In Illinois, grass clippings in the road is considered littering and can result in a fine of $1500 for a first offense and a fine of up to $25,000 or up to 3 years in prison for a third offense.
Although some states do not have specific laws with regards to grass clippings, offenders may still be charged for having refuse or debris in the road.
